Resumen: | La loi Littoral espagnole de 1988 avait été présentée comme l’instrument juridique capable de réintégrer dans le domaine public les espaces côtiers urbanisés illégalement et d’étendre sensiblement les périmètres non constructibles. Deux décennies plus tard, le bilan est mitigé, en particulier sur la façade méditerranéenne. En effet, en l’absence d’une politique intégrée du littoral, il est très difficile de mettre en œuvre cette loi d’une grande complexité technique et juridique, suscitant en outre une forte résistance sociale. Plus globalement, les aléas de la loi Littoral mettent en lumière les enjeux, les modalités et les difficultés de la gestion de l’urbanisme côtier en Espagne. | The Spanish Coastal Law of 1988 had been presented as the legal tool capable of reintegrating illegally urbanized coastal areas into the public domain and to noticeably extend the perimeter of land not suitable for development. Two decades later, the results are mixed, particularly on the Mediterranean coast. Indeed, due to the absence of an integrated coastal policy, it has been extremely difficult to implement this law of considerable technical and legal complexity, which furthermore, has provoked a strong social resistance. More generally, the repercussions of the Coastal Law highlight the stakes, the methods and the difficulties of managing coastal urbanization in Spain. |
