dc.description.abstract | Este artículo analiza el régimen jurídico aplicable a la reutilización de aguas regeneradas en España, partiendo de las bases legales generales que comparten todas las aguas, para descender posteriormente al marco legal específico que tienen estos recursos no convencionales. El régimen jurídico aplicable es suficiente para generar un marco estable y dar seguridad jurídica a los actores implicados en la actividad. Falta, no obstante, un mayor desarrollo de la regulación en materia de financiación, de modo que pueda clarificarse la atribución de los costes de esta actividad. La regulación favorece la utilización de estas aguas por parte de quien ostenta la autorización de vertido, y por tanto, quien realiza la actividad de depuración, lo que resulta acertado para favorecer el desarrollo de estos proyectos. | es_ES |
dc.description.abstract | This article analyses the legal regime applicable to the reuse of reclaimed water in Spain, starting with the general legislation concerning water, followed by the specific legal framework that regulates this unconventional resource. This legal scheme is sufficient to generate a stable framework and confer legal protections to stakeholders involved in this activity. However, further regulation on financing should be required, so as to clarify the responsibility for paying the costs of this activity. The regulation favors the use of these waters by those who hold the discharge permit and therefore by those who carry out the treatment. In our opinion, that option is right in that it favors the development of these projects. | es_ES |
