The Hospitality Sector in Spain: The Great Forgotten of Tourism Policy

Abstract

The hospitality sector represents an important source of employment in our country for three vulnerable groups: youth, women, and migrant workers. This work aims to define the current state of the sector, both before and after COVID-19, using basic sources from the Spanish labor market. According to the Tourism Satellite Account, this sector accounts for more than 61% of tourism employment in Spain (this is data from 2019, a record year). Despite being heavily hit by the pandemic; it is demonstrating its resilience by recovering pre-pandemic levels in 2023. However, it is important to note that hospitality, as defined by the CNAE under sections 55 and 56, excludes important elements such as chambermaids or delivery personnel. Among the most pressing issues are low wages, systematically unfilled vacancies, and the sector's training, which despite its employability, seems not to attract younger individuals or address technological challenges such as new platforms or online consumption, which are introducing new market rules. However, this sector is barely addressed in Spanish tourism policies beyond general aspects. Hospitality is regulated by disparate elements and different regulatory levels such as food safety or environmental regulations (EU), labour issues (national), and the management of commercial hours and opening times (local), among others. Perhaps it is time to approach the topic from a more global perspective. The sustainability of the tourism sector depends on the sustainability of hospitality.

El sector de la hostelería supone en nuestro país una importante fuente de empleo para tres colectivos vulnerables, los jóvenes, las mujeres y los trabajadores migrantes. Este trabajo pretende utilizando las fuentes básicas del mercado de trabajo español definir cuál es el estado actual de sector, antes y después del COVID-19. Según la Cuenta Satélite de Turismo este sector supone más del 61% del empleo turístico en España (este es dato del 2019, año de récord), Fuertemente golpeado por la pandemia está demostrando su resiliencia recuperando los niveles previos en el 2023. Por otra parte, no olvidemos que la hostelería, según su definición de la CNAE son los epígrafes 55 y 56 deja fuera a elementos importantes como las camareras de pisos o los repartidores. Entre los elementos más acuciantes están los bajos salarios, las vacantes sistemáticamente sin cubrir y la formación específica del sector, que pese a su empleabilidad parece no atraer a los más jóvenes o los retos tecnológicos como son las nuevas plataformas o el consumo on-line, que está planteando nuevas reglas de los mercados. Sin embargo, este sector a penas se aborda en las políticas turísticas españolas más allá de aspectos generalistas. La hostelería está regulada por elementos tan dispares y diferentes niveles normativos como la seguridad alimentaria o ambientales (UE), los temas laborales (nacionales) y la gestión de horarios comerciales y de apertura (locales) entre otros. Quizá sea el momento de abordar el tema desde una perspectiva más global. La sostenibilidad del sector turístico pasa porque la hostelería también lo sea.
