Abstract: | En el presente trabajo se exponen algunos de los graves problemas que ha generado el negocio de las prisiones privadas en EEUU. Una vez expuestas brevemente las principales razones que dieron lugar al desarrollo actual de esta realidad, y los argumentos más importantes a favor y en contra de la privatización, se analiza el impacto que esta iniciativa puede tener sobre el funcionamiento del sistema penitenciario estadounidense. La experiencia en algunos Estados como Oklahoma, Nuevo México, Mississippi y California revela cómo el tráfico de influencias entre políticos, representantes de las grandes empresas que controlan el mercado y poderosos bancos de inversión ha contribuido al incremento de la población penitenciaria y a garantizar los beneficios de este negocio con el dinero de los contribuyentes. La conclusión es que tales experiencias representan un "antimodelo", un ejemplo elocuente del camino que una política penitenciaria civilizada nunca debería tomar. | This paper presents some of the serious problems that the business of private prisons has generated in the U.S. After briefly outlining the main reasons that led to the current development of this reality, and the points in favor and against privatization, the paper analyses the impact that this initiative could have on the operation of the U.S. correctional system. The experience in some states like Oklahoma, New Mexico, Mississippi and California reveals how influence peddling among politicians, representatives of large companies that control the market and powerful investment banks has contributed to an increase in the prison population and the ensuring of this business's profits with taxpayer´s money. The conclusion is that such experiences represent an "anti-model", a telling example of the path that a civilized prison policy should never take. |
