La politica turística en Cancún como destino turístico maduro, ¿renovar o replicar?

Abstract

Cancún está cumpliendo 41 años de haber iniciado su desarrollo como proyecto gubernamental de destino de sol y playa y, de acuerdo a algunos análisis, se encuentra en una fase de consolidación. Resulta sorprendente en qué medida, esta experiencia y sus resultados se consideran un referente “exitoso” que podrías ser imitado o replicado. Desde los ámbitos de la administración pública, así como de sectores del empresariado y de ciudadanos, organizados o no, tanto al interior de México como en otros países latinoamericanos, han señalado a este destino, como un “modelo” a seguir. Frente a ello, se encuentran diversas críticas y señalamientos sobre la problemática del destino, principalmente a sus impactos. Ante esto, resulta necesario analizar si Cancún realmente corresponde a un “modelo” turístico, a cuál y qué factores clave se encuentran en su desarrollo y cómo la política pública no solamente impulsó ese desarrollo, sino que lo inició, financió, facilitó, acompañó y promovió. Esto permitirá confrontar los resultados con el contexto actual y por lo tanto con las posibilidades de “replicar” e igualmente establecer el nuevo papel de la gestión pública para su renovación. De esta forma, el presente trabajo analizará el caso de Cancún indagando sobre los factores clave de su desarrollo; frente al contexto actual, así como algunas de sus implicaciones para ser “modelo” a replicarse o para lograr su renovación. Los resultados mostrarán el papel de las políticas públicas en uno y otro momento, que corresponden a condiciones diferenciadas. Otros estudios se refieren al tema, tomando como base factores de la oferta y demanda, a la que hay que responder o ajustar; mientras que no se brinda un peso significativo a los factores que modelan las políticas públicas en cada momento, como en este caso.

Cancun 41 years ago was initiated as a government project as a destination of sun and beach, and according to some analysts, is now in a mature stage. It is surprising that the experience and its results are considered a reference of successes that could be imitated or replicated. From the insights of the public administration, as well as from the entrepreneurs and the common citizen, organized or not, from Mexico or other Latin American countries, have pointed this destination as a model to follow. On the other hand, there are some criticisms and problems pointed out about the impacts on the destination. In view of this, it is necessary to analyze if Cancun in fact corresponds to a touristic model, if so to what type of model and what key factors play a role in its development, and how the public policy not only participated in its conception but on financing, facilitation, promotion and oversight. This analysis will allow to face results in the current context and therefore with the possibility of replicate and to establish the new role of public sector in its renewal. In this fashion this work will analyze the Cancun case investigating about the key factors on its development considering the current context, as well the implications of being a “model” to be replicated, or to be renovated. The results will show the role that public policies play in one or another moment that correspond to differentiated conditions. Other studies refer to the problem considering factors of supply and demand, to which it is required to respond or to adjust, while ignore the significant weight of factors that steer the public policies each time, as in this case.
