Estilo de liderazgo en un órgano de control externo. El caso de la Sindicatura de Comptes de la Comunitat Valenciana

Abstract

Este artículo analiza las pautas de liderazgo en la Sindicatura de Comptes de la Comunitat Valenciana a lo largo de tres décadas (1985-2015). La Sindicatura es una institución pública que ha sufrido una modernización administrativa intensa para adaptarse a las transformaciones del entorno. El rol de liderazgo y el modelo directivo son factores que explican los cambios en cada fase del ciclo de vida de la organización. Esta investigación revisa diferentes teorías sobre liderazgo y privilegia la teoría sobre el liderazgo transformador y liderazgo transaccional para esta una organización pública. Además, el trabajo ofrece un estudio longitudinal con entrevistas en profundidad sobre los liderazgos de Manuel Girona i Rubio, Vicente Montesinos Julve y Rafael Vicente Queralt. Los datos extraídos de las entrevistas se han relacionado con las etapas de los ciclos de vida y con los estilos de liderazgo del marco teórico. Además, se han generado tres hipótesis: H1: el entorno ha marcado el ciclo de vida de la institución fiscalizadora como los retos que ha tenido que enfrentar; H2: Cada fase del ciclo de vida ha necesitado de un tipo de liderazgo distinto; y, H3: Las características del líder han asegurado la supervivencia de la institución en cada fase del ciclo vital. Las conclusiones confirman las tres hipótesis presentadas.

This article analyzes the leadership guidelines in the Sindicatura de Comptes of the Valencian Community over three decades (1985-2015). The Sindicatura is a public institution that has undergone intense administrative modernization to adapt to the changes in the environment. The leadership role and management style explain the changes in each phase of the organization life cycle. This research reviews different theories on leadership and privileges the theory of transformative leadership and transactional leadership for this public organization. The work offerts a longitudinal study with in-depth interviews on the leadership of Manuel Girona i Rubio, Vicente Montesinos Julve and Rafael Vicente Queralt. The data extracted from the interviews have been related to the stages of the life cycles and to the leadership style of the theoretical framework. In addition, three hypotheses have been generated: H1: the environment has marked the life cycle of the audit institution as the challenges it has had to face; H2: Each phase of the life cycle has required a different type of leadership; H3: The characteristics of the leader have ensured the survival of the institution in each phase of the life cycle. The conclusions confirm the three hypotheses presented.
